Local authorities are accelerating their data strategies, with a growing priority: breaking down information silos to improve the management of public policies and territories. The latest barometer published by the Observatoire Data Publica confirms this trend: data platforms and hypervisors are gradually becoming part of the local government landscape. At national level, the French Ministry of the Interior embarked on this path in 2023, with the creation of a hypervisor to support the management of major events. Built on Suadeo\u2019s data platform, this hypervisor is now deployed within the Interministerial Crisis Management Unit. This use case, featured in Alliancy magazine, further demonstrates the operational value of Suadeo Olympe, its Hypervisor extension, in crisis management.<\/strong><\/p>\n\n

Managing a territory or a crisis situation involves multiple stakeholders, information systems and data sources. The challenge lies in bringing all this information together, ensuring its reliability and making it immediately actionable through an intuitive operational environment. <\/p>\n\n

An operational response to crisis management challenges: the French Ministry of the Interior and DGSCGC use case<\/h2>\n\n

Used by the Interministerial Crisis Management Unit<\/strong>, under the responsibility of the Directorate-General for Civil Protection and Crisis Management (DGSCGC)<\/strong>, the French Ministry of the Interior<\/strong>\u2019s hypervisor demonstrates the solution\u2019s operational value. It consolidates and shares information in real time with the stakeholders involved in crisis situations and major events.<\/p>\n\n

In its investigation published on 13 October 2026, Alliancy magazine<\/strong> highlights the operational benefits of the system, including automated information reporting, reduced manual data compilation and fewer risks of human error.<\/p>\n\n

A model that can be scaled across local authorities<\/h2>\n\n

Interministerial crises are not the only situations where this approach proves valuable. The need for coordination and a shared, real-time view is just as critical at city and inter-municipal level<\/strong>.<\/p>\n\n

Digital sovereignty and Data and AI projects were growing priorities for two-thirds of local authorities <\/strong>in 2024, compared with 40% in 2022 (Source: Data Publica Observatory \u2013 2025 Barometer<\/em>)<\/strong><\/em><\/a><\/em>.<\/p>\n\n

Although 15% of local authorities are considering deploying a hypervisor*, indicating that the market is still maturing, demand is growing and gaining momentum. The Ministry of the Interior\u2019s experience has demonstrated the effectiveness of Suadeo\u2019s Hypervisor extension and reinforced the company’s commitment to adapting its platform capabilities to the specific needs of local authorities<\/strong>.<\/p>\n\n

Fully sovereign, Suadeo Olympe<\/strong> brings together data from different departments and partner organisations to facilitate territorial coordination<\/strong>, event monitoring<\/strong> and the management of critical situation<\/strong>s. Designed as on-demand capabilities, native AI agents<\/strong> assist both technical and business users across a wide range of tasks: configuring data pipelines<\/strong>, analysing data, detecting weak signals and hidden correlations<\/strong>, generating decision-support materials<\/strong>, triggering field operations<\/strong>, predicting risks and adjusting action plans<\/strong> accordingly.<\/p>\n\n
