In this context, the CNSA has chosen the French software company Suadeo for its self-data analytics platform from among fifteen solutions.”

“The new platform allows information to be centralized, exploited and shared. Several applications have been set up for the various business departments of the CNSA and its users, namely elderly and dependent people or people with disabilities.
In response to the continuous increase in the number of beneficiaries and the growing volume of data, CNSA has initiated the modernization of its information systems to improve the management of its activities as well as the management of data and resources.
Management by data of the autonomous branch of social security
To do this, the CNSA evaluated fifteen vendors of business intelligence solutions according to 4 criteria. The capacity to develop a quality information system for access to its rights; to manage the data-driven autonomous branch of social security; to transform the core of the information system into a modernised and secure architecture; and meet accessibility standards and sovereignty guarantee in hosting sensitive data and HDS Enabling.
“Since 2020, we have been working to identify data visualization tools [DataViz], data analysis tools, data platform that could help us better leverage the data we’ve accumulated over all these years,” says Macaire Lawin, CNSA CIO. “We have organized a series of benchmarks to make technological choices,” he adds.

A single data platform from floor to ceiling
CNSA conducted several phases of testing (POC) before retaining Suadeo, in order to manipulate and exploit business data. CNSA was impressed by the possibility of covering the entire data life cycle, including the Infrastructure and Service layer; by setting up various data visualisation interfaces from a single platform; the possibility of making these data accessible to citizens, in Open Data, while complying with the RG4 standard in terms of accessibility; the possibility of delivering different platforms in parallel and within a limited time; the ability to make data reliable and to secure their usage throughout their life cycle, and to adapt interfaces to CNSA’s design system for seamless integration into existing information systems. All this had to be done from a single data services platform.
The CNSA chooses Suadeo to eliminate the risks associated with using several Business Intelligence tools.
“Suadeo is a French product, and its platform, entirely hosted in France, guarantees the digital sovereignty of our data” says Macaire Lawin.

A global product including the infrastructure and service layer
“This platform allows us not only to secure sensitive data, but also to ensure a high level of accessibility for all users,” he adds. It is a comprehensive product that covers the entire lifecycle of a data platform, including the infrastructure and service layer. It is an end-to-end proposal to address the issues in a comprehensive manner, without having to segment the steps,” he concludes.

The platform is used to manage CNSA’s activities. Three solutions were implemented in four months at CNSA. These are financial reporting solutions in Dataviz that serve to monitor and optimize the financial situation of regional and national activities. This system provides users with a consolidated and personalized view to facilitate decision-making on the allocation of budgetary resources.
Publication of the activity of the departmental houses for disabled people
Second application, it is a barometer of satisfaction in Open Data. It was set up to publish quarterly indicators on the activity of departmental houses for disabled people (MDPH) and the satisfaction of beneficiaries. This interface is accessible to everyone and online. It is designed to meet accessibility standards for people with disabilities.
Third application, it is a compensation package calculator designed to guarantee fair and personalized reimbursements, processing millions of data lines and anonymizing information from health facilities and users. Treatment is fast, secure and results are easily interpreted, ensuring a more efficient and reliable management process.
The CNSA is the Autonomous branch of Social Security
The CNSA is a French public institution created in 2004. It finances and manages autonomy policies for the elderly and those with disabilities. According to the latest financial reports, the Social Security Autonomy branch supports 1.5 million elderly people with loss of independence, 500,000 people with disabilities and finances 1,000 social and medical-social institutions and services (ESMS) to the tune of €38 billion.”
