A Sovereign Hypervisor for the Safety and Security of Territories

Dedicated to local authorities and Security Forces, Suadeo’s Hypervisor enables proactive incident anticipation, crisis prediction and simulation, real-time event and crisis management, coordinated security operations, and live communication with citizens. This technology has been adopted since 2023 by the National Strategic Command Center for securing major events such as the official visits of Pope Francis and King Charles, the Rugby World Cup France 2023, and the Paris 2024 Olympic and Paralympic Games.

A true digital control tower, this Hypervision platform integrates on-premise AI to ensure full control over sensitive data. It enables real-time management of the territorial environment, allowing faster response, improved coordination of teams, and greater reassurance for citizens.

A concrete response to the daily challenges of territories

In response to growing threats (climate risks, terrorism, cyberattacks) and the increasing complexity of data management, local authorities are equipping themselves with Urban Hypervision and Command Centers. Already adopted by 15% of them, these strategic management tools continue to expand, with 17% planning deployment in 2025 (Data Publica Barometer).

Designed by a cross-functional team combining data and cybersecurity engineers, certified CISOs, gendarmes, firefighters, and former law enforcement officers specialized in cyber threat prevention, Suadeo’s sovereign Hypervisor addresses the critical challenges faced by local authorities with a digital platform that covers the entire data lifecycle. It enables them to:

  • anticipate crises, model scenarios and measure the impact of decisions,
  • monitor the territory in real time, thanks to the aggregation of heterogeneous data on a unified mapping,
  • react more quickly by coordinating resources and infrastructures more effectively according to emergency needs,

Available 24/7, the hypervisor connects video surveillance, IoT sensors, social media, security information, business software, and field reports…delivering a unified, simplified, and dynamically mapped view. Every event is tracked, and each contribution is logged in the digital incident log (“Main Courante”).

In practical terms, Suadeo’s hypervisor supports local governments and metropolitan areas in their daily operations: optimizing garbage truck routes using collection data and citizen feedback; adjusting bus schedules, routes, and passenger information based on usage, traffic, and complaints; triggering energy-saving actions in public buildings in response to overconsumption; adapting social housing policies based on demand and available units; regulating traffic during pollution peaks; and planning police patrols by targeting areas with high levels of public disturbances.

Configured from the Data Suadeo Self Data Services® platform, Suadeo’s Hypervisor is built on a unique, 100% sovereign engine covering the entire data lifecycle. Designed for territorial management, it centralizes an ecosystem of interconnected and interoperable applications, covering the entire operational chain of urban security management:

  • Digital Hub: dynamic real-time mapping of data flows, providing comprehensive, precise, and instantaneous monitoring of the territory
  • Campaign Management: structured collection and reporting of field information for improved responsiveness
  • Incident Log: rigorous and timestamped traceability of all events and incidents
  • Situation Report: a strategic synthesis tool for informed and rapid decision-making
  • Deployment: optimized planning and management of resources engaged in the field

Equipped with local artificial intelligence, the Hypervisor continuously analyzes weak signals, predicts risks, models crisis management scenarios, assesses the potential impact of decisions, and can trigger alerts through a citizen information system. Thanks to its NoCode architecture, 90% of the configuration is handled directly by operational teams, enabling rapid deployment without the need for development. Security and Compliance at Restricted Distribution Level

Designed for sensitive environments, Suadeo’s Hypervisor complies with the strictest security standards: encryption, compartmentalized access, fine-grained permissions management, GDPR compliance, ISO 27001 certification, as well as IGI 1300 and II 901 for “Restricted Distribution” classified data. It is already deployed on the Cloud PI within the State’s Interministerial Network.


Use Case: The CNCS Hypervision Platform – Ministry of the Interior

In 2023, the State established the National Strategic Command Center (CNCS) to oversee the security of major events (Rugby World Cup France, Paris 2024 Olympic Games, official visits of heads of state, etc.). Based in Beauvau, this interministerial center relies on Suadeo’s Hypervision platform to detect weak signals, share a real-time common operational picture, and coordinate personnel.

During the Paris 2024 Olympic Games, the CNCS covered a wide scope: security, transport, health, cybersecurity, logistics, and spectator experience. Over 1,000 events per day were centralized in the incident log and forwarded to the relevant centers. Nearly 1,500 liaison officers used the platform to report incidents, ensuring smooth coordination between public authorities and operators such as SNCF.

The Suadeo platform enabled proactive management. The Olympic torch relay,secured without incident, a first in the history of the Games[1], illustrates this effectiveness. Thanks to a technological “security bubble” and underlying interministerial collaboration, authorities were able to maintain control over both the safety and the reputation of the event.
