Video surveillance, hypervision systems, GDPR, AI use cases: local authorities are rethinking their urban security frameworks to reconcile operational effectiveness, cost control, and compliance with regulatory requirements. How can territories build a more efficient security continuum?
Between the normalization of everyday risks (incivilities, disturbances, etc.) and the rise of exceptional threats (terrorist attacks, community-related tensions, climate-related events, etc.), local authorities must reinvent their urban security systems to better prevent and manage crises.
The challenge is to build a more effective security continuum. Protection Sécurité Magazine dedicated an in-depth report to this topic during the Salon des Maires, giving a voice to local authorities, institutional partners, manufacturers, and software publishers. Suadeo’s hypervisor is highlighted as one of the most advanced solutions.
Bringing together security forces, Urban Supervision Centers, and interoperable technologies
Faced with a growing number of threats, mayors are rethinking their security models. Chems Akrouf, Director of Security and Prevention for the City of Argenteuil, explains:
“They can no longer limit themselves to public order alone; they must now build a true local security doctrine, structured around the municipal police, the urban supervision center, and a network of local stakeholders, mediators, technical staff, and institutional partners.”

The data technology & human expertise duo: the key to controlled crisis management
Territorial data is more strategic than ever. Chems Akrouf emphasizes the importance of being able to detect weak signals in order to better anticipate crises:
“Every incident, every weak signal, every social tension is now an indicator. Prevention therefore relies on a fine-grained understanding of the territory, the ability to cross-reference field data and identify trends that are sometimes invisible to the naked eye.”

Local authorities are prioritizing interoperable solutions capable of centralizing all data sources in real time and automating reporting. As illustrated by Suadeo’s guiding principle, “the value of data lies in how it is used.” By combining the power of such technology with the intuition of field agents and on-the-ground experience, the security system becomes truly viable.
Infrastructure pooling as a preferred approach
With Article 42 of the law of May 25, 2021, more and more cities are seeking to interface their infrastructures in order to better leverage tools such as video streams, IoT sensors, and applications. A strategic lever to gain the ability to scale up technologically while keeping costs under control.
Interviewed by Protection Sécurité Magazine, the Pau Béarn Pyrénées urban community is experimenting with this model, particularly to combat incivilities :
“Today, five municipalities within the agglomeration feed their video streams into our CSU [Urban Supervision Center], enabling our operators to view the footage and, where appropriate, initiate intervention procedures”

One of the major challenges is to maximize the performance of the security system while remaining within the regulatory framework, particularly with regard to personal data protection and the use of AI.
A territorial hypervisor for Urban Supervision Centers
As a convergence point between technology, sovereignty, and operational control, Suadeo’s hypervisor is highlighted by Protection Sécurité Magazine, which obtained feedback a few months ago from the French Ministry of the Interior following the Paris 2024 Olympic and Paralympic Games.
This configurable hypervisor now adapts to urban supervision and territorial management projects for local authorities. One of its key strengths is its native compliance with data protection regulations, including classified “RD” data, while leveraging the power of sovereign AI to predict risks.
“Our solution secures urban spaces through its sovereign hypervisor, which connects video surveillance, IoT sensors, social networks, and business applications in real time. It provides
dynamic mapping , incidenttraceability , and facilitatesinterdepartmental coordination to proactively anticipate and manage threats. Its modular platform centralizes data, optimizes resource planning, and ensures strategic monitoring, while complying with standards of sovereignty and public security.”Mohamed Bendjebbour, Head of R&D at Suadeo (Source: interview conducted by PSM)
