Which Data Governance allows the circulation of data?

The key to real responsiveness of business users

Public decision-makers use the Service and Payment Agency to assist them in the processing, control and payment of their aid. In addition to its supervision, the Ministry of Agriculture and Food and the Ministry of Labour, Employment and Integration, the ASP supports public sector actors such as:
o 12 Ministries;
o 18 Regional Councils, 96 Departmental Councils, communities of communes;
o Public institutions and bodies holding public funds: Agefiph, Agence du Service Civique;
o Solidarity funds, water agencies, ODEADOM, ADEME;
o Foreign public persons.

After an important qualification and benchmarking phase, ASP chose its Self BI solution.
The ASP made the double observation of the requirement of independence of business users and data sharing:
• To free the users it is necessary to free their uses
• To make them responsive, data must be released

The reactivity sought by users is dependent on the time spent identifying, extracting, processing and receiving the data supposed to feed their thoughts!

The major challenge is therefore to shorten this period of availability of data and business rules useful to users’ business questions.

More interesting than traditional approaches to BI too oriented technical tools, current approaches focused on Data, Big Data types must answer the following question:
How to manage and control the flow of data within the company and with external entities?

A real Data Governance must concretely manage in real time the exposure of the data as well as its consumption.

This is the purpose of the new circular of the Government of Jean Castex that promotes the circulation of data between public institutions.

The ASP explains how it uses Suadeo’s technical devices for this purpose such as secure access to data, pseudonymization, anonymization or aggregation to ensure the sharing of data between administrations.

It uses the main functions of the Suadeo platform which guarantees a better circulation of data in open formats and exploitable by third parties through in particular
▶️ an internal catalogue listing the datasets selected by external partners
▶️ a file explorer of all databases or data structures
▶️ data transfer management tool
▶️ a device for exposure and publication of data
▶️ in a very thin embedded security system
▶️ with a Low-Code solution
